What do you know about the martingale collar?

A friend of mine is to rescue a dog and when the foster mother brought the dog home to meet his current two dogs … she had in the martingale collar and said it was good because if it comes out or something. … Anyway my friend wanted some information of these necklaces and I know nothing about them. We always use punishment collars for training. Joey's new foster dog is moving in today and that is Australian Shepherd dog. Only weighs about 40 pounds now … I'm not sure if that matters. Do not use a martingale? What are your experiences with this type of necklace? I hope spelled it right:) Mrs Foster also said it was good to get out to the collar of his head.
