pit bull loose fear …?

Last night I had a babysitter, and went to close the front door, and there was a huge pit bull sitting on my porch! There cropped ears, and wore this pin / neck spout. When my older sister went to open the door (who are dog lovers, and take in stray dogs, and post signs, Dog classfield ads found) but the pit bull ran off as if frightened? He had his tail between his legs. My sister saw the children, and me and my dogs wen't looking for, but we could not find it. This is not the first time I'd seen. I saw it two weeks running around the neighborhood. I'm afraid what people will do, because of their race. I had posted lost / found pet ads that pit bull has been running around these areas, but one of them said no. What could be some of the reasons why he is so scared of people? and cars.

Sounds like a pet that is confused and scared of things unknown.
